The article deals with the results of the study „Monitoring of Lithuanian rural development” carried out at the Lithuanian Institute of Agrarian Economics. The SWOT analysis was used to survey the situation. The research team made a list of 20 the most important external and internal strategic factors of the Lithuanian rural development in 2004-2006. The next step of the study was done by 24 experts: 4 heads of county or municipality, 3 specialists of ministries, 4 experts of rural advisory agencies, 5 leaders of rural communities and other NGOs, 8 researchers engaged in agrarian economics. They had two tasks: 1) to weight each selected strategic factor from 1.0 (most important) to 0.0 (not important) depending on its probable impact on the Lithuanian rural development; and 2) to rate the factors from 5.0 (outstanding) to 1.0 (poor) depending on the impact of the Lithuanian rural development policy on the corresponding factor. The results of internal and external factors evaluation showed that the main strategic factor of Lithuanian rural development is the EU support. The total weighted scores of strengths, weaknesses, opportunities and threats indicate how well the Lithuanian rural development policy responded to the current and expected factors in the internal and external environment.
