The EU, as the other world countries, must adapt to the challenges posed by climate changes and other environmental issues as well as overdependence on fossil fuel. Currently biomass energy makes up 4% of the EU energy needs. If EU used full potential, by 2010 it could increase the use of biomass more than 2 times and simultaneously comply with good agricultural practice, maintain sustainable production of biomass and only slightly affect domestic food production. The Biofuels Directive sets a “reference value” of a 5.75% market share for bio-fuels in 2010. In order to implement this Directive and reach the objectives, the EU Biofuel Strategy was adopted. It has seven policy axes under which the European Commission provides the promotion of the production and use of biofuels. Among the promotional measures for biofuel production is the exemption of tax on fuel (Energy Taxation Directive). A number of countries have recently turned to biofuel obligations, i.e. legal measures that provide for a requirement to fuel suppliers to ensure a necessary percentage of biofuels in all road vehicle fuel. The increase of the renewable energy sources is a priority of the Lithuanian energetics policy, and the objective of this policy is to promote the production of renewable energy. The state support is the most important promotional measure.
